Technical Support for the Development of Sectoral Budget Briefs, Sri Lanka

In partnership with UNICEF Sri Lanka, our team provided technical expertise to develop a new cycle of sectoral budget briefs for 2023. These briefs cover five critical social sectors – child protection, education, health, social assistance, and water, sanitation and hygiene (WASH) – at a time when Sri Lanka faces unprecedented economic challenges.

The initiative responded to the country’s deteriorating fiscal conditions, where inflation, reduced incomes, and constrained public spending have placed immense pressure on children and vulnerable households. By analyzing and validating government budget data, we supported UNICEF in creating accessible, evidence-based insights to inform policymakers, parliamentarians, and civil society on trends in social sector spending.

Project Scope

  • Updating and validating budget and expenditure data across five sectors
  • Producing graphs, tables, and data visualizations to highlight spending trends, equity, and budget execution
  • Drafting clear analytical narratives and sector-specific recommendations
  • Delivering a synthesis brief to capture cross-sectoral insights
  • Providing training and capacity building to UNICEF staff to ensure sustainable, in-house development of future briefs

Impact

The project equips UNICEF and national stakeholders with practical, data-driven tools to advocate for child-sensitive and equitable social sector investment. These budget briefs strengthen accountability, promote informed debate, and help safeguard essential services for Sri Lanka’s most vulnerable populations.
