Policy Research – Resourcing violence prevention, South Africa

Government budgets are much like household budgets. In households, we make decisions about how to allocate limited income to buy food, pay for education, transport, childcare and so on. In the same way, a government needs to make decisions about how to allocate limited funds to buy various public services. As in a household, priorities normally dictate where the government spends its funds. These decisions are particularly difficult when there are many demands on a shrinking income. This is the challenge South Africa has faced for many years.

This policy brief provides an overview of how government makes budget decisions, then reviews opportunities for, and challenges faced by, funding programmes aimed at preventing violence against women and children. In a constrained economic climate, funders (including the government) look to invest in programmes offering the highest returns. This poses particular challenges for violence prevention given that the return from violence prevention programmes are only seen years later. Due to the pressure on the fiscus, a unique approach was needed to advocate for funds for this important work.
