Following the Lesotho general election in May 2012, the Ministry of Finance and Development Planning was split to form two separate ministries: the Ministry of Finance and the Ministry of Development Planning.
To facilitate the successful separation, the Government of Lesotho commissioned a study to determine the most efficient allocation of functions between the two ministries. The study aims to provide clarity regarding the mandates of the two ministries, and the departments that fall under them.
What was done?
The study included a review of international best practice regarding the organisation of these functions. Cornerstone also interviewed key people from the respective ministries, including the principal secretaries of each ministry, as well as the former Minister of Finance.
The primary output for this assignment was a report detailing:
- a proposed mandate for the Ministry of Finance;
- a proposed mandate for the Ministry of Development Planning;
- a proposed structure for the Ministry of Finance, including specific mandates for proposed departments;
- a proposed structure for the Ministry of Development Planning, including specific mandates for proposed departments; and
- recommendations for institutional strengthening.
