Policy Research – ECD function shift, Namibia

The objective of this project was to provide the technical assistance required to develop a costed transition plan for the transfer of designated Early Childhood Development (ECD) functions from Ministry of Gender Equality, Poverty Eradication and Social Welfare to Ministry of Education, Arts and Culture for presentation to the Cabinet of the Republic of Namibia.

The project entailed:

  • Assessing the ECD functions currently performed by each of the Ministries involved.
  • Assessing the human resource implications of the transfer of the functions from the MGEPESW to the MoEAC and an assessment of the human resource requirements for scaling up the provision
    of quality and age appropriate ECD programmes. This assessment includes quantifying the
    size of the workforce and identifying the training requirements, across both Ministries.
  • Quantifying the material resources required to enable the delivery of quality ECD programmes, including new infrastructure, furniture and learning and training materials.
  • Outlining the coordination and oversight mechanisms required.
  • Quantifying the cost implications of the above activities – including the cost of transition, the
    cost of human resources, the cost of scaling up access.
